They did this in response to the CT government threatening to take them to court over it. It's like the second sentence of the article...the state comptroller told them to knock it off.

I have to imagine it was a combination of the two though and why they folded so quickly. It let's them cool off from the public response right now and come up with a new strategy to try again.
