Any apartment building that size should have a couple floors of retail, especially food - they would make a fortune. If I lived there I would illegally sell teriyaki or something out of my apartment. Better still, run it like a street drug business - pay cooks and delivery people, and have distributors in between - they alone know where the kitchens are.
