The gang busts a child sex trafficking ring, but one of the kids is a girl that crossed the border illegally with her mom, got ripped from her mother's arms by some immigration agent and placed into a foster family before running away to New York.
When the same evil agent comes to the SVU office to take the girl to a military-run concentration camp, Olivia Benson orders the cops to arrest him for kidnapping and trafficking 
An evil lady from the federal government shows up to demand the immediate release of Evil Agent Guy, but Benson tells her to fuck off which begins a brief courtroom drama. The judge rules federal immigration policy trumps 
Benson's kidnapping charges and Evil Agent Guy goes free. Olivia Benson says that they lost the battle but she hopes they'll win the war 
The evil agent returns to take the girl, but Olivia tells the crying child to be fuerte 
Anyway, the resolution to this plot is that the ADA happens to be friends with Carl Weathers who has a legal power level of over 9000, and instantly gets the child released from the grim prison camp and reunites her with her mom while dozens of other girls are left to stand forlornly behind the barbed wire fence

The episode would've been less annoying if they hadn't written in the schmaltzy Carl Weathers Ex Machina and left it on on a more sombre note
This isn't the first time they've done this type of story either. A sympathetic victim of a sex crime is about to get kicked out of the country but the SVU guys pull some strings and get them a visa and a job. The system works!!!!
