If they've got the tech to go to and terraform another planet, why can't they reform this planet?

Cause they read to much Jack Vance. Also it's much easier to be a tyrant when you're light minutes away from existing governments and those that can oppose you.

Maybe they did, but are now inhabiting other planets to spread out population and resource use, or those planets have/are near very rich sources of critical elements
