I don't know if it's the wording or my own reading comprehension but I'm having trouble parsinf this. Are the FBI agents protesting the demand for the releasing of names for fear of chud retribution? OR protesting the withholding of names because they want to purge their ranks?

I read it as FBI agents protesting against their boss who is refusing to release those names. They want to purge.
