The "DECLASSIFIED" watermark on the cover is just the cherry in top.
I know a default Microsoft Word-style watermark when I see one
Real declassified documents will have a "secret" or "top secret" mark on the cover and on every page that is struck out, redacted, or otherwise obliterated.
