So in your view...doing its job? I mean a raincoat is supposed to get wet, isnt it?

Easy just turn him inside out
I imagine they meant Hegseth is as if the raincoat was wet in a way that just soaks you - the opposite of helpful. Useless, even.
Does this mean he was always drunk, or...?
not so nice if the raincoat is drenched from the inside out. also I might have lied about knowing Hegseth, he's just so deeply unqualified for the job. It's fun to defame dickheads who have already defamed themselves far more than i could endeavor..
