You gotta figure that a bunch of agents were phoning it in and collecting a fat paycheck for hanging out on a tropical island.
I can't find the quote now, but philip agee (ex-cia agent turned anti-imperialist) says something like: "I sent my agents into Cuba, and they all came back praising the revolution."
