Now I think that skipping the BRICS summit was likely a silly faced saving ploy because Modi was already in a state visit, or is a Chinese move to distance themselves from BRICS (the Chinese might not need it)

I am an amateur on the topic though.

If he was busy, then he/they don't think that BRICS summits are very important.
