With regards to the shooter's ideology, it is not a safe assumption that someone who throws their life away for the sake of aimless destruction is a coherent person with coherent beliefs. Propaganda of the deed doesn't work; the vast majority of gunmen aren't principled or calculated, and most people willing to trade lives aren't driven by political scheming.
If propaganda by the deed doesn't work, then why do strikes come in waves? Why do copy-cat actions happen?
Copycat attacks happen occasionally, but strikes coming in waves isn't a result of murders gaining allies. Waves of shootings are usually just a combination of deeply nested blowback and increased media coverage. There's a lot of background violence in America, and the media is in frenzy mode right now.
Strikes leading to more strikes is propaganda of the deed in action. Not all propaganda of the deed is assassination
