There's no "bad apples" excuse here, no-one can deflect this onto the soldiers.

I mean if you tell the scum of humanity they're no longer on a leash and they go on to do as they wish, they're still culpable. The 'human' version of rabid rats have only had their leash removed, they're still only doing as they please.
