I've only ever seen this used on fish fingers sandwiches.

No, we also have tartare sauce and this isn't it.

If you get fish and chips in a restaurant it will probably come with tartare sauce, but tartare sauce is something you likely don't have in the fridge at home 100% of the time as it is of limited utility in the number of dishes it can be used in, and the jar probably goes off before you had a chance to eat it all.

Salad Cream is basically mayonnaise but made acidic with vinegar. So it's a suitable stand-in for tartare as it has that little kick, and it can also be used in many of the places mayonnaise can, such as a sandwich condiment, or a side for chips (=fries) etc.
