I thought it was Irish-American people who have no connection cultural or otherwise to Ireland but make a big deal out of being "Irish" anyway, basically appropriating the culture of their ancestry.

The Leftist Cooks has a video up on this, I haven't watched it yet but it promises to delve into this. She's a trans woman living in Ireland and talks about hearing the term first at 16 working hospitality, thinking it was a slur against the Irish entertainers accommodating American tourists, but the person explained that it was about the Americans with their fake sense of heritage.
