I think that was already the case, but I believe this closed the “concentrated hemp” loophole

It is legal in some states. CBD, and some hemp products, were federally legal, but generally it wasn't. However, the federal restrictions usually weren't enforced if you lived in a state where it was legal, unless you worked for the federal government.
