Rules
That's sick! Must have felt pretty cool going to school with that for the first time.
I actually found the contest by searching directly through the dumped ROMs—it was from the August 1996 "issue". Looks like they threw in a hat and a shirt, too:

(dw I didn't have to transcribe that by hand, I just copy-pasted from the hexdump of the ROM)
If you want to see for yourself, you can grab the ROM dump from Gaming Alexandria; specifically, download the "Sega Channel Menu Data ROMs" ZIP file and run
US Menu Demo August 1996.BINin theSega Channel Guydirectory. I'm using Ares, which doesn't recognize the ROM by default (you need to specifically launch it as a Mega Drive/Genesis game (Load → Sega → Mega Drive...)), but otherwise it seemed to run flawlessly. I imagine other emulators will work as well. Also, at first I was kind of annoyed by how slowly the text displays and scrolls, but I realized that if you've got a pencil and paper ready to write down your sweepstakes address or a cheat code or item location or what-have-you, that's probably a big help. Still not quite sure why they didn't allow for you to manually scroll (which they do enable in the Game Guide), but I'm sure they had their reasons.
You may get a kick out of this collection of fanart that was kept by the vice president of programming for Sega Channel, Michael Shorrock (whose collection all of this new info/ROMs comes from).
