It's not like there was already a glaring example of an aggressor attacking another country's civilian infrastructure in an attempt to inflict terror. And also failing miserably at it.
One recent... many, many more throughout history. Terror against the population does not work, never did and never will.

I dunno ... Rome fucked up Carthage pretty bad.
That wasn't terror, that was genocide, which unfortunately can work. See also the USA genocide of native Americans.
