update: i flashed /e/OS v.1.14 and it still can't see any wifi. In the about section, it says "wifi MAC address unavailable"
This is a common issue with flashing custom kernals. Usually rebooting 4-5 times fixes it.
If Bluetooth is working, it's not a hardware issue.
i'm hopeful, but after many reboot (hard via long press, via adb, via safe mode) it still does not work.

That sounds like your
/efs
partition has been corrupted / wiped.And, if you didn't backup said partition before tinkering you're screwed.

Also, WiFi stopped working when the phone was in stock ROM with locked bootloader (wiping and changing roms was to try to see if it was hw or sw problem)
I don't have any backup to restore
