Some games are installed locally. If you use the Windows Gamepass app, some games will install rather than stream. So I guess it's possible.
No it's not that. The problem is the folders were the game is installed is encrypted somehow and that prevents modding in general. Or at least that how it was last time I tried to mod a uwp
IIRC that part is fixed now, but there's another limitation that prevents script extenders from working.
