Vegetarian suet:

Vegetable shortening, nut butter, corn meal, seeds and oats. Mix and freeze.

Traditional suet is the same thing, but replace the shortening with rendered animal fat. You can save the drippings from bacon, roasted turkey, or render down beef trimmings.

It's not complicated. It's also not expensive, if you'd rather just buy it at your local garden center.
