anti-Semitism is when you make anti-Semitism a death penalty offense and are one of two countries to take in unlimited Jewish refugees during the Holocaust. The more Jewish people you save from the Holocaust the more anti-Semetic you are.
Everyone in the USSR had their nationality or ethnicity, I'm a little fuzzy on it, stamped on their identity card. Russian, Kazak, Jewish, whatever. It varied over time but national self determination and the preservation and celebration of national culture was a big deal in the USSR.
