I mean if I take this at face value the next step is either give up or start firebombing cars, kind of puzzled what the preferred one here is to be.

But disregarding that, parking enforcement is done at the municipal level in germany. Plenty of municipalities with vested interest in CAR CAR CAR CAR and such, not generally true however. The federal state has, at least kind of, maneuvered itself into a corner here by actually making these parking violations illegal. You can actually change this shit. I point you to Münster as an example where they take this seriously and that's despite being being ruled by the CDU basically forever. Similar story in Tübingen, or Berlin, with very different approaches that lead there, albeit Berlin now retreating from it.
