I'm not sure "Why don't the youth go survive in the Canadian wilderness" is the answer you think it is.
I've read Hatchet, that kid survived a wilderness plane crash so I'm sure I could do the same

Oh my comment was a little tounge-in-cheek, it's part of a fiction series. The Canadian wilderness ain't nothing to fuck with. I remember there was those two dipshit murderers that tried to go on the run in northern Manitoba, they didn't last long

We just call them homeless encampments now and have the pigs clear them out every few days so people are forced to keep moving and find more places that are hidden out of sight

Ok your options are:
Wilderness that catches fire every year with the added benefit of horrible insects like horse flies, black flies etc
Wilderness that's so wet (temperate rainforest) you have to bring your own fire starter or be really skilled at drying shaved tree bark or something

Most of it is completely undeveloped wilderness. And it's wilderness of a kind that doesn't exist in other parts of the west. It's not a park or a nature preserve, it's real, impassible mountains and surface of the moon cold plains that have always had very low density human population or none at all.
