Going to replay New Vegas for the first time in like 8 years, what's a fun character build and some good mods? (hexbear.net)

I can't decide what kind of character I want so any ideas would be welcome for stats and gear.

Also gimme some good lore friendly mods, stuff that fixes bugs and adds commie stuff would be nice.

Also I dunno if this kind of mod exists, but something that lets you choose enby as a gender would be cool.

4's gunplay and character designer are the only reasons I stick with it. I like designing characters, and the kinds of characters that NV allows you to 'design' are too butt-ugly for me to keep or build anything around
