How is it possible to create many bot accounts? Does steam allow random email hosts with no verification?

I think there's a large crossover of stolen accounts and accounts that are used for botting. Furthermore, there's basically nothing (that I'm aware of) stopping you from making a bajillion gmail accounts and I'm sure the process could be fairly simply automated.
Google has phone number verification when you create a gmail if i remember correctly
A user can use temporary phone numbers to generate at least several accounts over at least a handful of countries. These tools are made for privacy purposes but where there's privacy, there's also usually someone abusing it... which usually leads to ruining it for the rest of us.
Hmm, quite possible
Gmail accounts need a phone number nowadays (at least when connecting from Europe). I dunno how it is in other countries. Here SIM cards can be bought for a few €, but making millions of bot accounts would add up. But maybe there are VOIP services that allow creating numbers easily.
