QUITO, Sept 16 (Reuters) - Ecuador's President Daniel Noboa will seek changes to the constitution to allow foreign military bases to be established in the Andean country, he said on Monday via a post on X.

Noboa was born in the US and is a US citizen. He also received his undergraduate degree at a US college, and received his masters degree from Harvard.

He is an American businessman sent to infiltrate Equador under the guise of being Equadorian due to his heritage.
