Xi would not hurt civillians like that. Only one country has used nukes on civillians.
He probably would not want to be on the same list as them on it.
If that same old country uses nukes again (or its proxy/51st state Isntreal does), it'll be fair game though. MAD only works if the rest of humanity is willing to commit (and if it comes to it I hope they commit in full)
