It is factually not, it is a version of the app that is separate and goes through the Chinese censors. If they were the same you'd just be able to use the same app.

Everything in china goes through the chinese censors, nobody is saying that china isn't heavily censored, but that's tiktok and it's available in china. Who cares about the name? So many things have different names by country.
It wouldn't even surprise me if China was sponsoring something and still banning it out of habit.
