Basic Rules:
Sh.itjust.works Instance rules apply! If you are from other instances, please be mindful of the rules. — Basically, don't be a dick.
Hate-Speech — You should be familiar with this one already; practically all instances have the same rules on hate speech.
Apologia — (Using the Modern terminology for Apologia) No Defending, Denying, Justifying, Bolstering, or Differentiating authoritarian acts or endeavours, whether be a Pro-CCP viewpoint, Stalinism, Islamic Terrorism or any variation of Tankie Ideology.
Revisionism — No downplaying or denying atrocities past and present. Calling Tankies shills, foreign/federal agents, or bots also falls under this rule. Extremists exist. They are real. Do not call them shills or fake users as it handwaves their extremism.
Tankies can explain their views but may be criticised or attacked for them. Any slight infraction on the rules above will immediately earn a warning and possibly a ban.
Off-topic Discussion — Do not discuss unrelated topics to the point of derailing the thread. Stay focused on the direct content of the post as opposed to arguing.
You'll be warned if you're violating the instance and community rules. Continuing poor behaviour after being warned will result in a ban or removal of your comments. Bans typically only last 24 hours, but each subsequent infraction will double the amount. Depending on the content, the ban time may be increased. You may request an unban at any time.
Defederating from Hexbear must be one of the least controversial things a Lemmy admin could do.
Federating with Hexbear is the more contentious position. Knowing what I know now, I would not consider using an instance that is federated with Hexbear.
They aren't all that bad honestly. I find lemmyml to actually be worse. Lemmyml has some bad eggs.
Hexbear is weird but in general they tend to be fairly civil. Can't say that for much else regarding tankies.

I'm kind of wrong. They reason I said this was that I've seen normal discussion and even helpful comments from some hexbear users. However, it looks like they were just a sliver of civil in the greater hexbear circlejerk.
Why? It's pretty easy to ignore them, and you're only impacted if they happen to join communities you frequent. It turns out my interests and their interests have very little overlap...
Having seen how they acted before my instance defederated with them, I disagree. They're intentionally disruptive and not easy to ignore when they constantly post oversized emojis, brigade threads, and harass users who dare disagree with them. They're not federating with servers to be nice, they're federating with servers to "dunk". They've explicitly said so themselves.
Users can block instances now, or they can block the worst offenders from that instance. I've had pleasant conversations w/ people from hexbear, so they're not all bad.
That's the same as saying that Hitler wasn't all bad because he liked dogs and built highways. You're kind of ignoring the big point that is poking you in the butt...
And what exactly is that point?
Not all people from hexbear are bad. Those that are can be blocked by community mods or instance admins. It seems that once they get a bit of pushback, they block the instances pushing back on them, so it's a self-solving problem IMO.
Even if you don't take their bait, someone else will. It makes a toxic forum if writing the wrong thing summons multiple bad faith ahistorical takes. It's not worth preserving federation for the few who aren't behaving like that, they can join other instances.
That's what moderation is for, both at the admin and community levels. Block the worst offenders, but don't defederate just because a number of users from an instance cause trouble.
