Why? It would be a nightmare. Bakhmut/Artemovsk was bad enough, and it was a small town. A proper megapolis like Kiev would be a massacre for either side
And Kiev was not fortified?
You know what, I'll have to check. I was sure there was trench digging and arming civvies, but not sure anymore. So I'll go check
