Yeah, I suspect bad data or misunderstood question. Even if you go everywhere by car or public transport, accumulating 30 min of walking is not that unlikely.
I think almost no one took it as cumulative or underestimate how long it takes to walk anywhere. I could easily accumulate 30 minutes of walking during work and I'm sitting in an office most of the time.
Look how tiny it is! You can cross Cyprus in less than a 30 minute walk. There's simply no reason to walk more than 30 minutes a day.

bizarre coutry selection. Switzerland and UK are not included, alongside the usual non included balkan states, so maybe it's EU? but serbia yes, then you have norway added in, also turkey, which is always a toss up here, so what's the grouping?
Map is based on data from Eurostat, which is an organisation that when it comes to its data is like a federation of 'federated' national statistical organisations so they don't collect data themselves or choose in which countries they do or do not collect data.
Norway isn't EU.
So the Netherlands basically beats the rest by at least 1.6x?

Yes a little bit, but i guess the Dutch cycle all across the country where people in other countries only tend to do so if they live in a bike-friendly city.
