U.S. government uses public funding to purchase weapons from private weapons manufacturers to give to and sell to their NATO allies and other outpost states around the world like Taiwan, Israel and Ukraine. Then the corrupt governments in those countries sell the excess on black markets around the globe

Same thing happened in africa. They also pioneer dissident "management" methods, like training the police force of other countries, or surveillance tech.
