You are trying to come up with accounting tricks to create market incentives for cleaner industries. Assuming this system is even helpful, who is going to legislate this. The problem instead is that the capitalist and political class see 80% of Indians as subhuman animals whom they do not owe clean water or air and at whom they toss crumbs once ever few years when elections roll in. They would rather use parliamentary sessions to come up with novel and innovative ways to render undocumented Muslims stateless just to reduce the opposition parties' share of the votes.
