Close, but not quite.
"M4M" itself is gay slang meaning "man looking for man." You're right about "bear."
So the license plate can really be interpreted as "Man looking for man (specifically, a bear" or, more juicy, "male looking to arrange a gay threesome with at least one bear" (hmu if this is you)
All that being said, I don't see the problem. I think most people who read M4M would also see MAMA, just like OP did.

I was first thinking of a rifle joke I didn't get, but your possible explanation makes more sense.

It sounds like a advert of homosexual men looking for a specific type of other homosexual men to meet up with.
"Bear" can be slang for a muscular, but heavy-set guy with lots of body hair in those circles.
