The other military experiment this reminds me of is the one where they tried to see if soldiers would keep fighting well after being exposed to LSD. It turns out that if you made an LSD weapon, the enemy would probably not be able to fight well.
The military’s research on LSD ended in 1963, not because of the unethical aspects of the research, but because the effects of LSD were so unpredictable that the drug could not be effectively weaponized.
Getting armed troops high on psychedelics sounds like the worst possible plan.

But Imagine a love dart. It would basically immediately knock out whatever inherent racism and instill a deep empathy with the other person. I suspect for some they would still consider this a violation of some aspect of their sovereignty and they would still try to sue you for taking away their hate/ignorance.

Reading that, with all the change of heart those people had, I'd risk they would do something to punish themselves and atone for their past mistakes.

By the way, there's a German comic adaptation that solves the issue a little different. The women still stage their protests, but the men overcome the lack of sex by becoming ok with homosexuality. After all, the war still ends.
