I read from GrapheneOS that there's going to be support for VMs as well and you can run Windows 11 on your phone.

I'm pretty sure that you can just install QEMU via termux, and then either run a linux distro and install VNC in there, or install and run a VNC server locally, natively, in termux. Then connect and use QEMU in there. Or just not do that, and only use the WM/DE accessible by VNC.
