I wish we had more information. Of course it could be a sting, but it could also be a safety thing. Maybe there's a history of johns refusing to pay after services are rendered. Maybe there's a history of violence against prostitutes in that region, and this is the hotel's way of saying "If you try anything, we'll know it was you."
But we don't even know how anon hired the prostitute, let alone where he is and what the local laws and attitudes are toward sex work. It's possible he solicited an undercover cop and this was all a set up. It's also possible the hotel knows prostitution happens within its walls and they'll permit it, but they've seen things go south before and this is their strategy to avoid that trouble.
I don't know, but it's probably good that anon didn't go through with the transaction. To me the sketchiest part isn't any specific thing that happened, but the fact that anon wasn't informed about what to expect. Which makes me think these are barriers the hotel put in place and acted on when they recognized a sex worker, not something the sex worker planned to deal with. But again, we just don't have enough information.

If this were in Central or South America, or Asia it's believable. I remember checking in one time and there was a sign on the wall saying something like "female guests will incur an extra charge".

That happens because we are still pretty conservative in Asia and large parts still don't have as open a culture of relationships as the west. Young couples generally book these rooms (or love hotels, as they are called in Japan) to have sex. Obviously that's looked down on. This is a great way to make money on the societal restriction lol.

In my experience, cheaper hotels charge per person and don't allow visitors at all; more expensive ones charge per room (though with a limit for visitors or extra guests).
IMO In reality this can only apply if you can't bypass the reception desk (e.g. a motel).
Additionally some states and countries require that all guests are registered and have shown some id, so if you wanna go up you've got to check in.

If I'm trying to make any kind of business arrangement with anyone, I have basically zero tolerance for if they start trying to modify parameters, move goalposts, add conditions, etc. AFTER they've already agreed to show up. Quote me the price, that's what you're getting. Oh there was tax? Oh there's fees? Oh there's a "surcharge"? Too bad you didn't mention that before, GUESS THE DEALS OFF FUCKO. You can KEEP your shitty product and/or service.
Now, it's different if I'm in a storefront for a business whose identity is verified independently such that if there's a problem and I have to go to small claims court I'll actually be able to reach them with certified mail, a subpoena, or other process papers that must be served.
Like, I get it, if I'm at a fast food joint there's gonna be sales tax and a prepared foods tax. If I'm at my car repair shop, they've done business with my family for generations and have earned the right to tell me they caught issues wrong with my car UNTIL and UNLESS they get greedy, fuck up, and trigger my bullshit alarm; i'll still pay but just never come back.
But even then, at a legitimate retailer, if the tax and other bullshit get too high, I have in the past canceled the transaction and walked out without product, and may still in the future depending on the circumstances.
I walked out of three car dealerships before I bought my current car because the price tag said something like $15,000 but they wanted me to sign for something over $20,000. All that paperwork, all those hoops, you wasted my fucking time with this bait and switch fuckery. And you also wasted your own. Good fucking riddance. The last place, they acquiesced and let me complete the purchase for the price that I came there for at the start.

for restaurants/groceries/similar things, i have a similar strategy: i go there once and pay whatever price they ask. then, at home, i think about whether it was ok or not, and i might not go there again if it was a bad deal. saves me a ton of money in the future.
