I think you misread that. They are refusing 0 enrichment. (the non-proliferation treaty as it protects signatories rights to civilian nuclear industry. So any nation pushing for this is breaching the NNPT)

It doesn't cost them anything to keep talking. By keeping the door open on negotiations they can keep Russia and China onside. If Iran really does go for the bomb I dont think Russia and China will protect them. Just because israel calls it a combat zone does not mean they occupy it. The IDF don't occupy barely any of pre oct 7th Gaza. They lurk on the edges and try to build corridors that they can use to access areas. Any time they stay in one place inside Gaza too long they get hit by the resistance. The PLFP have mortar teams operating all the time all they lack is stationary targets.
