Hab heute mir tatsächlich mal die Zeit genommen, den Kabinettsentwurf juristisch durchzuarbeiten - das Ding ist ein unausgegorenes, widersprüchliches Monster an Überregulierung.

Bspw. gilt die 25g Grenze auch für Selbstanbauer, da davon ausgegangen wird, dass man Cannabis ähnlich einer Cherrytomate irgendwie sukzessive abernten könnte:

Eine erwachsene Person soll sich jedoch nicht deshalb im Bereich des verwaltungsrechtlichen Besitzverbots nach § 2 Absatz 1 Nummer 1 und der Strafbarkeit nach § 34 Absatz 1 Nummer 1 bewegen, weil die ungeerntete Cannabispflanze an sich schon mehr als 25 Gramm wiegt. Vielmehr soll gewährleistet sein, dass Erwachsene ihre angebaute Cannabispflanze sukzessive soweit ernten können, dass sie maximal 25 Gramm geerntetes Cannabis zum Eigenkonsum besitzen.

Davon dass die Bußgelder bei Ordnungsverstößen höher sind als im Kriegswaffen-, Sprengstoff- oder Gentechnikrecht habe ich noch gar nicht angefangen...
