I had a domain with them but at the time auto-pay was "auto-pay-from-acct-balance" as opposed to "auto-pay-with-the-credit-card-we-have on-file"
So i missed the renewal date, paid more to renew within grace period, and then transferred to a registrar with actual auto pay.
Otherwise they were great for that first year and i had no issues

This is why re-licensing a Free software project, even from GPL-2 to GPL-3 can be really painful: you have to contact each contributor and acquire the right to change the license.
Is that true if you leave in the license the "or (at your option) any later version" text regarding what version youre using? I understood that to mean that even if i accept contributions then my licensing clearly defines it as GPL-3 or later version so I'm able to relicense to a future GPL-4 if i wanted. Or would i still need to get any contributors agreement to relicense?
My general dev experience is limited mostly to python but with pandas one thing you can do is set up a jupyter notebook so you can run just the parts you want until it's working as expected, then you can move it over to your python script when you're ready.
But working with pandas does get easier with practice. If you're wanting to dive in a bit more, the "getting started" page has a tutorials section which features a 10 minute high level overview, a cheatsheet, and link to some community tutorials.

No problem! As far as graphics go, if you open source then you can specify in your repo's Readme what parts are under what license.

It isn't particularly uncommon, and you could even list out specific graphics under what license, or structure them in the repository based on license /assets/licenseName if needed
