It's what Orban did, and other Authoritarians, on whom the whole administration based their plan on. They get other aspects "right"... but I guess that is when Trump isn't the one talking.

The tend to make agreements on cooperation as a part of the partnership. A smaller party can trade up, gaining roles in the government, or concessions on certain policies.
