I think its common depending on the city. In university when I did a lot of walking at night with my friends, a streetlight would turn off at least every weekend. Now years later I'm living somewhere else I'm not walking around at night nearly as much but I do still notice it occasionally.
I think its almost always the editor that's charged with creating titles.

Given the context, I think its more likely she rode her bike to the protest. Being that its a suburban home, there is probably no place to lock up the bike and since she is outside protesting the bike is within a few feet or at least eyesight the whole time. So there is no need to it up.

The Soviets did not send soldiers to battle without weapons. That is a myth. They fought like hell in WW2 and finishing that is stupid.
