Many 70+ yr olds cannot or should not be driving cars either, because of eyesight/reflexes. Bicycles on the other hand, especially if conditioned throughout life, and later Trikes/Handbikes/Recumbents can be great options for many elders, and cycle infrastructure is perfectly usable for mobility scooters etc for those who really can't or do not want to bike.

Its like the difference between a Patek Philippe and a Hublot. The Patek is an incredible display of craftsmanship and stupendously expensive because it takes multiple highly skilled watchmakers like a year to make one. The Hublot is expensive because owning it is expensive and that makes it cool. There is no technological advantage it has on a watch that is half the price. No watch enthusiast would ever buy a Hublot.

But the average freeway is not 1-lane, but has many lanes. Also roadways have much higher maintenance costs than rail.
