There are states like that, namely Kelantan and Terengganu that are governed by PAS. Even in KL, Malay people are cautious about eating during Ramadan, as enforcers usually act on tip offs. My colleague who has a serious gastric issue usually will ask me or out security to help tapau and he has to hide to eat :/
