Cologne is sometimes understood as men's perfume but it is really just a lighter version of parfum and eau de toilette. Eau de cologne, simply referred to as cologne, contains a lower concentration of oil than parfum and eau de toilette, usually between 2% to 4%.

I copied text from an article. Actually because it was so very short - it was more like a press release. In US marketing speak - cologne is for men and perfume is for women.

Ninja edit. I meant traditional US marketing speak. I'm old and I never listen to or see ads. I imagine unisex terms like "scent" are far more common now.
