If it is true that Luigi did it I can think of a couple reasons why he was at McDonald's.

1: free wifi. If he was following the reaction/coverage and didn't have a cell phone McDonald's is a reliable place to connect to the internet. Not qualified to comment on the risks of this but I assume carrying any internet capable device is going to cause you problems if you're on the run.

2: a public place to be arrested. If it was his plan to be arrested it makes sense to pick a public place in broad daylight, there's less of a chance of being killed "resisting arrest" especially if he did still have the gun on him.

That's why I said less of a chance. I agree cops have no problem killing people on camera or shooting wildly into crowds, we have plenty of cases of them doing exactly that.

But it's an extremely high profile case with a lot of public support for the suspect. I can see why a public arrest would be safer for the suspect than if he was caught alone somewhere. Then it's "body cam malfunction, he had a gun, I feared for my life, case closed"
