Russia is weaker because the ruble is tanking, there aren’t developing better technology because we won’t give them the tools to do so, they are using up their military equipment faster than they can replace it and they are literally losing hundreds of thousands of soldiers.

Who is it that has been recently and repeatedly proven to lag behind in anti-air solutions? Kinda one of the most important parts of modern war (even artillery plays second fiddle if it has to fear air superiority).
Supposed western tech superiority only has a single shining example in GPS being unveiled during Iraq and only the collapse of the USSR is why they didn’t get there on an equivalent time frame. They won every part of the space race except the moon, and are still the one and only for Venus among other accomplishments.
