Skypiea in live action is going to be so hard to get right. The sets for it would cost a fortune just to build and I can't think of any other way to do it.
Best compromise is to send the cast up to the clouds, but the camera crew stays on the ground. Transporting all that equipment on site would be too much hassle.
It's not just the clouds either. You've got the whole forest segment to do and then you've got the ruins area and inside the
