I long ago when I was a cop defending shitlib preferred the term "less lethal" because although they're not likely to kill they certainly still can. I think it's still pretty accurate.

yeah I mean "Less-lethal" is even the technical term the cops use for training and referring to these weapons.

The other way actually, some will say 'less-than-lethal' but they are marketed by producers as 'less lethal' because 'less-than-lethal' would be false advertising, they are recoginzed to be potentially lethal by users and the companies that make them.
