someone care to explain to me why f1.4 is supposed to be the lowest f number jet i can buy a fresnel lens with a calculated f of 0.4?

Simple, f1.4 isn't supposed to be the lowest

Yeah, I have normal camera lenses lower than that. From memory, the F-stop number is like a ratio between the focal length and the effective diameter of the lens.

f1.4 is supposed to be the lowest f number

Where on earth do you get that idea? Lower is more expensive, so unless youre a pro, you dont see them as often.
