Tax evasion isn't corruption.
Then what the fuck do you class as corruption?
We class it as corruption because it is an example of a public representitive going against the public interests to selfishly benefit themself, thus creating a servere conflict of interests.
You'll have to coax their definition out sentence by sentence and piece it together.
